package/bcg729: bump version to 1.1.1-3-g8bec1e5fc

This bump includes three patches which were added since version 1.1.1
to the cmake files:
https://github.com/BelledonneCommunications/bcg729/commits/master/

One of them fixes build errors with cmake 4.x:
